What is the best method for removing black ink from white paper?

If it's a sentence or one shot deal, you can always put a post it (yellow) over the portion you want to remove and photocopy it. There will be no lines or traces of removal.. . If it's frequent removal, the individuals answering your question have excellent ideas.

try to use a pruduct called "White Out" it is sold at most office stores

white-out is the onlything that will cover it. If you have a cloth-like paper you maybe able to use nail polish remover or the solvent you get with ink refill kits.. . Good luck

If you can't get "White Out" or "Snopake" or something similar to cover it, and you are skilled with a scalpel, try using a curved blade to remove a thin layer from the surface under the mark.
