Why don't the words comb, tomb, and bomb rhyme?

Because they all have different language roots, despite their similar spellings. English words are spelled phonetically, but based on their phonetic roots, so comb (cOHmb) and bomb (bAHmb) are spelled based on their (different) root pronunciations.
