The version of the story I heard was that in Victorian England, policemen would frequently give small change to vagrants and homeless people (of whom there were many in those days) and they became known as coppers from the copper coins. That has since been shortened.. . The online Etymology dictionary says that the term comes from an obsolete verb meaning "to seize", so I'd be inclined to go with that one.

Police officers originally wore jackets that had copper buttons. Crooks would refer to them as coppers, which was shortned to cops.

"Cop" is a shortened form of "copper", an older slang word for police. It stems from the copper police badges.
