You can try calling them...if you e-filed, you should have it w/in 5 business days, otherwise it is more like 7-10 business days. I got mine w/in 3 business days and my federal tax refund w/in 7 business days.

The above sounds about right. Factor in whether you are direct depositing. As far as web sites go, try your state IRS site.
