Make a decision means no one has suggested options for you to choose from. Make up your mind implies you have been given a wide selection of options to choose from.

They are almost the same. But I would say when you have to make up your mind you have a few clear choices and you need to choose between them.. . Make a decision is more used when it's not clear exactly what you should do or what you have to choose from.. . You studying ESL?

"Make up your mind" is an idiom, and may be confusing to one who is just learning english. "Make a decision" is more precise. They basically mean the same thing.

make a dicison on something, make up your mind is when you keep changing your mind ,,,,,,,,and then someone says,, "oh make up your mind"
