There are repair kits on the market, but it is going to depend on the size of the damaged area. A very small cut or hole may be able to be repaired, but for anything larger it is best to take it to a trim shop and have a new panel sewn in.

Duct tape ;-). . Seriously, I think once vinyl tears, its torn for good.
