How can I confirm that an email address truly belongs to the person who provided it?

There are services like NetIBA that verifies the person to the email address. Other than that you can be who you want to be here! So I agree with one of the other answers in that reguard.

You can't to do that, most especially if the email addy is from 1 of the numerous free mail server. Except the mail is from a particular organisation with which the person is working with.

i dont think you can unless it is for an organisation where they have the persons name and organisation as part of the address
