If it's women, that's because of menstration. In that case, they should wear a pad.. . Otherwise, they didn't clean up well after doing #2.

That's because people do not wipte their butts the correct way. For those that do not wipe well, they should use a diaper wipe. It's cool and refreshing and also helps clean themselves.
