It's not just detroit, and it's because it's rediculous to buy a new mirror and replace it when you can just duct it or leave it. I've see that all over the eastern US too. And I've been guilty of it for a few months myself!

it has less to do with the race and more with the car bud. I'd be suprised to find a '85 chevy caprice that still had mirrors at all.
