Try forcing yourself into social situations you are not comfortable with. Put yourself in situations where you will have to meet new people. Also work on conversational skills. I find that the hardest thing about being out going is holding a conversation with someone you know absolutely nothing about.

Start smiling more. People will smile back. Trust me its the easiest way to know that people are approachable.

Start talking to people more, ask cashiers how they are doing, complement strangers on things that you see that you like about them. Smile at people and say hi. Pretty soon it will become a habit and then you'll look forward to talking to others and want to do it.

Go out--and meet new people--discover new things.. . Find people who share your interests, then there will be plenty to talk about.. . I once met someone I now consider a good friend on a Greyhound bus.
