has this only happened recently? if so a system restore should cure it. i had the same problem, it worked for me.

website developers can disable that feature.... . also, some browsers do not support it

Are you sure you have the cursor on the link you want to "save target as?". . If you don't have a link selected then you wouldn't be able to click on it.. . If you have XP or the new IE7, they may be the problem.. . Hope that helps.
