you can get a patent with design schematics or something, i'm sure. then find someone to make it for you.

Apply for a grant somewhere. Or you may be able to get some people or organizations to invest in your idea. Come up with a business plan and submit it around.

It is vital you file for a patent before telling anyone else about it. This will prevent anyone else with the money to do so from stealing your idea.. . Then, once you have patent protection, if the idea is that good and you require financial backing, speak to companies or banks about a partnership.
