Ney is a casual form of nein, which means no. It is similar to English speakers saying "yeah" instead of "yes."

It could be a dialect form of "neu" which just means "new", most likely if you are somewhere South and West of the Rhine, or else a form of "nein"=no, but there is no standard German word like that.
