They usually do this when they have been taken away from their mothers too early. Its a comfort thing, like a baby with a pacifier.

My family and I had a Cat like that once. We got the Cat when he was a Kitten. He was the runt of the litter and he did it because we took him from the mother before he could suckle on her. He did it all through his adult life too. So the kitten could do it because it was taken from the mother before it had a chance to suckle on her.

Mine did that for her first 6 months, it was to the point where the hair was missing from that spot. She stopped on her own though.

I think he was weaned (taken from his mom, or off the bottle) to soon. He might grow out of this, but some cats don't. He may just have a weird quirk. There's really nothing you can do for him. It's like a baby sucking it's thumb, if you try punishing him you stress him out and wants to suck his thumb more. Just wait and see.

It is like his mothers nipple. It can become a bad habit and that is why weaning and taking it from its mother too soon is something you always have to keep in mind when obtaining a kitten/puppy. Do you know how old the kitten is? Try removing the tail and let the kitten suckle your little finger instead. It will bond to you rather than feeling insecure and grow up without contact with humans and will grow up aloof and more wild. You want your kitty to like people, not run and hide all the tiime when people come around. Your kitten was taken from its mother too soon.
