The spoon is usually only used for soups. If used for other food, then it's not a formal occasion. In my experience, it's pretty rare for folks to use it. That is much more common in Singapore because of the Southeast Asian influence, where it is much more common than in actual China. For example, Thais use a spoon and chopsticks with their meals.
