Explain why freezing occurs faster in plain water compared to salt water and sugar water

One thing I know, salt reduces the freezing temperature of water, its why ppl use salt on snow and ice. Not because it melts it, but because it reduces the freezing temp.

Adding anything to a pure substance [such as water] decreases that substances freezing point; therefore, a lower temperature is required to freeze that substance. Pure water reaches it's freezing point before salt and sugar water do.
