What causes a woman's breasts to become more noticeable during puberty?

Breasts have a way of popping out all on their own. Some girls like to work on their posture, though, which makes their breasts appear as if they might be "popping out".

Low self esteem. They don't value themselves and the only way to have any value is to show off what our culture values, big breasts. Then they get the self esteem and a lil attention that mommy never gave them when they were young
