Best answer
If its a very thin foil, then the attraction is gonna be coz of static electricity. Very simply, take your comb and rub it on some fur, and place it above the foil. You'll see attraction.

Aluminum foil cannot be attracted to an insulator. It is a conductor of electricity. Copper and Aluminum wiring are covered in an insulator (rubber or plastic) and is used in household wiring.
