It's to make sure the poor sap doesn't knock his head on the roof of the car when he's getting in. Since he can't use his own hands, it's kinda nice of the cop to help out...

If you mean when they are putting them into the car it is protect their head from the top of the car door. Other wise where the head goes the body follows
