You have to go to the site of the carrier of the cell phone. I know that Metro PCS and Cingular have this feature I assume most do. But it is usually limited to a certain number of characters.. . Good Luck.

Well I have T-mobile and I just go to the tmobile.com address and I can send them a message.

find out what carrier he uses... example verizon, sprint, cingular.... . and then type the cellphone number @ whatever carrier
