Why was my tax return sent to Andover, MA 05501 instead of Maryland 21502?

That's just the way the IRS decided to do it, based on relative populations and location of service centers. If I recall correctly, there is a big service center in Tennessee, but Tennessee residents send their 1040s to a different state. As an ex-IRS employee, if it makes sense, the IRS probably doesn't do it.

The IRS has only certain places that they accept returns and this was the closest place for yours to be sent. I believe that in NY mine goes to andover as well. I e-file mine, but if I remember correctly when I used to mail mine, it was where it went.

Sweety that is the place for your federal income tax to be filed. We here in Kansas send ours to Austin Texas. It is weird but it has always been like that.
