Why does a person with good calcium have an advantage over a person with a lot of muscles?

Calcium is the main ingredient in bones. Bones are the frame work or "steel Support" of the body. Muscle are attached to the bones, yes they do the lifting and pulling part but they need a good achor and lever system. It does no good to have a strong muscle if the the item it is attached to will snap.

Calcium builds bones and teeth and you never lose strength in those but muscle mass is lost just by not using them

because "calcium builds strong bones" and without strong bones lots of muscles are kind of pointless, if you think about it

I don't know whether that sentence is true or not, but anyhow, calium is the most important substance for building bones, and bones are the "foundation" - on top of them comes everything.. When the foundation is weak, the whole structure is weak, and so are the the bones and the body.
