that is very costly and the equiptment depends on what kind of isp... is it a broadband isp, a dial-up isp? theres lots of stuff anf $ involved..

i wouldnt even bother wasting your time trying to figure this out. there aren't even any markets left for that kind of business right now, unless your trying to go fiber optics but thats even more costly.
