You need to aerate your goldfish bowl. A simple air pump and stone will suffice, but the best is a filter. People don't realize that goldfish need an air pump. It's probably the reason why their goldfish don't last too long.

Goldfish come to the top of the water to get air as in the water they do not have enough oxygen but when they try to 'gasp' at the surface they try to get more oxugen. I recommend cleaning the tank or adding a filter!

If they are in a bowl with no filter, they probably aren't receiving enough oxygen from the water going through their gills...

they dont go up to the surface for air. they are going because they are hungry, or they see solmething to eat. they get oxygen from the water, because the air goes into the water to help them breath. if they are in a tank they probably do it alot becuz u need to change ur air filter, if they are in a gold fish bowl then they are just tryin to eat.

The fish is trying to get oxygen. Clean your filter or change the water. If you have done that then they may think you are going to feed them.
