Hong Kong is very hilly and the Government actually did flatten some of the hills for reclamation but nowadays most of it is done by waste. Furthermore, continuous drilling on the mountains/hills may cause landslide and Hong Kong is a very densely populated area, that may create problems. There are not many country parks in Hong Kong and the Government there definitely wants to preserve the environment.
