You were supposed to have him sign off of the lien when you paid him "release of lien form". If you paid him by check, cancel the check and get your money back - that will get his attention, and then do it right, paying with release of lien.. . If he says he's done, create a list of uncompleted work, and submit it to him via registered mail, and threaten to sue him.
