it just blood filling up spongy tissue in the penis.. . Ever tried to penetrate someone with a floppy penis? I sense that you are still a virgin or a girl.

When you become aroused, your brain sends out the order to send blood to the penis (and, if you are a woman, the same happens down to the vagina). The spongy, cavernous tissue fills with blood, which creates an erection. Why exactly the blood lifts the penis (it seems counterintuitive; you think it'd weight it down!), I don't exactly know, but it does increase sensitivity, since the blood vessels and nerves are engorged.. . Hope that helps!

The exit blood vessels (to the penis) in the region behind the scrotum constrict under the influence of arousal hormones. This causes the blood pressure within the vessels of the penis to rise, engorging the erectile tissue, making the penis become erect.. . The reason is to make it firm enough for sexual activity.
