Don't just tell her. Show her the evidence. Otherwise she won't believe you. It's probably a good idea to let your wife do the telling. This should come from someone she is close to and trusts. She could say something like Percy found this on the internet. It may not mean anything but we thought we should show it to you since the person named does seem to have the same name, address and birthdate as your boyfriend. It could be a mistake but it's probably something you and BF should talk about.

Your sister in law has the right to know but it isn't neccesarily your place to tell her. You should talk to her boyfriend and give him the chance to tell her himself if nothing happens of it then give her the papers, you never know people make stupid mistakes and maybe it was years ago and he didn't think it was important for whatever reason. Give him the chance to be honest, otherwise she might think that you are just trying to cause problems and won't listen to you anyway,

If this isn't a spam for the service- You never know, she may already be aware of it and just hasn't said anything to anyone for fear of causing hostility against him. Tell your FIL or spouse. It is then up to them to decide what to do with the information.
