Go to a Canadian Embassy, apply, get a medical and police check for every town/state you've lived in since 18, pay about $500, and proof of $12000 or so in a bank so you can support yourself for the first year. If you have relatives there, they could supply a notarized letter of support. If accepted, you enter as a Landed Immigrant. Live there for 5 years, then you can apply for citizenship (and pay another $500 plus).

I think at this point only if you have family in Canada already. My father's side of my family are Canadian and I know I could go and become Canadian if I wanted to. But their unemployment is still worse than ours so that's a real deterrent for me.

Actually we are always accepting immigration regardless if you've family in Canada already or not. Canada was built on immigration and now due to our dwindling birth rate and booming economy, is sustained by immigration. . . I would suggest you find the Canadian Consulate in your nearest city or search the web for 'citizenship and immigration canada' which should direct you to the government website where it explains what you need to do.. . As for employment, it really depends which province you wish to move to and what type of employment. British Columbia, Alberta and Ontario are currently experiencing economic booms with the lowest unemployment rate in decades. Skilled trades and those with higher education are in great demand.
