I've been scammed, what are my options for seeking justice and who should I contact?

First you should contact the FBI and make them aware of the scam. Then hire an attorney. Sue the person for amount scammed and punitive damages.

Over X amount, you get a lawyer. Under X amount, take them to small claims court. X varies with each town. Call your town's small claims division and ask them the limit on the amount you can sue for in a small claim. It's $3,000 in my town, but I understand it is much higher in other towns.

Scammed is kind of broad. Unless you have been seriously scammed (lost the family farm, etc.), I would not do anything and just learn your lesson. Especially with Internet scams, you will probably never find the guilty party, and if you do, it could cost you a lot of money in legal fees. File a complaint if you know who did it.
