What is the meaning of a red x traffic signal?

The red and green x above a lane on the expressway generally mean that that lane is down to traffic. They are usually in larger cities where during rush hour more lanes are opened to get people in or out of the city faster... they signal that the "express" lanes are closed to traffic in your direction. Or the same with the toll Plaza's.

We have some here but they are just regular lights. Red still means stop here.

It is to determine which way the traffic is allowed to flow. The light is above the lane and during the congested perioids they allow traffic to drive in that lane. Obviously if you see the red x the traffic is going the other way.

i think you can find that sign near the railroad it means watch out for train. I think.

Do not use or stop. Red X are used around here in lanes that can switch directions or be opened for use during rush hour to ease traffic congestion. So the red X will change to a green arrow. If the X is on a traffic light then it's the same as a red light.
