Unless there's some sort of terrible modification available for that, it is not possible in the game. Why would anyone want pregnant teen Sims?

A new cheat is currently underway that allows for a 3% chance of pregnancy while sims are "Woohooing." I think it only works for young adults and adults though.

Unfortunately, if your female teen is willing to give up her virginity, she'll have to wait. it is not permitted for a teen to be pregnant. My advice- when she's an adult, let her and her husband do it every night to make up for the loss.
