social security is a federal benefit--so this is not a local rule. Contact any attorney in the US that does SS law. The SSA is different than the VA, but the VA can withhold all benefits until the overpayment amount is repaid.

contact a disabilty lawyer in your area specializing in social security. they are not supposed to take from your disabilty checks and disability is tax free as well. they can take all of your tax refund if you ever work again until it is paid off.
