What is the reason behind the speaker of the House of Representatives being third in line for the presidency?

Because that's they way they set it up. The House of Reps is bigger than the Senate. And the tiebreaking vote in the Senate belongs to the Vice President. I am sure that has something to do with it too.

The highest ranking person in the Senate is actually the Vice President of the USA, who does double duty as the president of the Senate. They are second in the line of presidential succession by virtue of being the VP.. . The highest ranking person in the House is the Speaker, so they are the next in line after the VP.
