What are the key differences between Congress, the Senate, and the House of Representatives?

Congress consists of the house and the senate. Each state, regardless of their population elects 2 senators. Representatives are based on the population of the state, so New York for example has many more representatives than Maine.

Congress - it is composed of the Senate and House of Reps.. Senate - Representatives elected national in scope.. House of Reps - Members are elected only in their states.
