How can I initiate the process for a legislative ordinance for a non-profit organization?

First, it would def. be beneficial for me to know which state/provincial legislature that you are looking to lobby, since there are some states in which you can bring the issue as a "citizens' initiative". For example, California's 2003 guberatorial recall is a citizens' initiative, where their state law states that x number of voters (usually a percentage) can sign a petition to bring an issue (including a recall) to a statewide vote. I do not know if your state allows for this, but do check.. . Alternatively, you can run for office and get it started yourself, or find a sympathetic legislator who could help you.
