Go to any bank and tell them you want to open an account there. A bank employee will tell you where to go fill out the paperwork. As long as you have money and a social security card, that is all they need and your place of residence in the US. If you don't live in the US then you can't.

You can! even you are not residing in the USA. Visit http://www.usa-bank-acount.us/ and they will open your account with a Miami branch at Suntrust Bank.
