How can I effectively lose belly fat?

Aerobic exercise in general, eating more fruits and vegetables and less processed foods, and concentrating on your abs. Sit-ups in particular are good. I've been doing more sit-ups recently and those muscles are firming up.

The best way to lose the fat is cardio exercise, and of course eating well. Sit-ups are great to tone and build muscles but it will not eliminate fat.

You can't eliminate fat specifically. If you want to have a "washboard", then you will have to reduce your body fat percentage. To achieve that, there is no secret: you need a balanced diet with exercise. No machine, pill, powder will really help you. Sorry!
