It's not "wrong" it's just considered bad manners because it's sloppy.

I think when you put elbows on the table your body language changes, it seems that you are not attentive enough to the listner or you are get tired and want some rest.On the the other side if you sit straight with your elbows down it seems to be more presentable & good looking also.
