When you take him out to go potty, pick up the water dish. If it's in the house, put it down long enough to get a drink, then put it back up again. Maybe you should change the dish itself, my cat didn't like her water dish, and she would tip it over.

dogs generally dont do stuff with out reason, like eating their own vomit, or poo, the need something, i assure you, its sterile, its not going to hurt him, but if you are bothered that much by it, keep his dish off the floor, till he figures out to go outside!

Hmmmm is he a puppy? I am thinking he has peed there now and the scent is in the floor and around the dish and he thinks this is the spot to do it. Move his water dish for a starter and clean the dish really good then sanitize the other spots he pees on. Yell no to him if he goes to do it again and put him outside right away. Don't hit him....Rrrr..makes the big dog in me mad.
