How is the money seized by the court distributed among the parties?

It is defined by your state statutes (laws). In many state, your fine actually includes numerous surcharges.. . If you paid $180 speeding ticket ($120 fines goes to your city/county and the $60 would be for surcharges that support many programs). The programs could include public awareness on speed, dui, new computer system for the courthouse and many other programs that help your community.
