When dogs hit sexual mature or older they begin to lift their legs, when neutered before leg lifting begins they may never lift their legs. Some if will still lift their legs after being neutered. It just depends on the dog and when he wants to begin.

my dog doesn't lift his leg all the time. when he is just peeing like normal he just stands there, but when he wants to mark his territory he lifts his leg so that it will hit the tree. if he just stands there it hits the ground(duh). there ya' have it.
