How can I burn a video onto a CD-R so that it can be played on a DVD player?

OK first off you need DVD blank disk, not a CD blank disk. . CD - will only read music or image files. DVD - will read Image, Music, and Video files

You must convert the video to MPEG format.... . Use #1 Video Converter to do.... . Then, the converted video, drag to any CD/DVD Burner Software, such as Nero Burning ROM, and burn it.... . Good luck...!!. . P.D. sorry for my english, i'm from mexico....

For a CD-R to play video in most DVD players, it must be in VCD (or variant) format. If you really want to do it, read the guides on the site below.
